The WA radiation law changed in early July 2018 allowing Beauty Therapists and Nurses to get an Exemption from Laser Licenses in WA. Prior to this other people could get licenses, like surgeons. Beauty Therapists etc were simply not allowed to use these lasers. They can now get an exemption for a Laser License.
In order to obtain an exemption from license by Non-medical practitioners to use lasers for cosmetic procedures hair removal, superficial cosmetic procedures (removing skin reddening, pigment treatments and vascular treatments, tattoo removal procedures) they must attended a recognised laser safety course as well as fulfilling the other requirements noted by the regulators www.radiologicalcouncil.wa.gov.au/Pages/FAQ/Lasers
This course is recognised as a laser safety course and fulfils the requirements for license exemption.
